Studies and understands the QPP rules and guidelines and accordingly develops and implements strategies to exceed all performance targets established by CMS. Analyzes both internal and external (CMS) clinical quality and cost data, and identifies opportunities as compared to national benchmarks. Implements quality and cost improvement projects through the beginning to end of the project lifecycle from request, assessment, planning, execution, monitoring and optimization. Leads collaborative efforts by fostering a culture of shared accountability in a high performing work group. Responsible for assembling, leading and leveraging project teams, assigning individual responsibilities, identifying appropriate resources needed and developing a roadmap and schedule to ensure timely completion of projects. Accountable to deliver solutions that are systematic, scalable, incorporate business process management, incorporate advanced technology solutions and often impact organizational culture and clinical transformation. Collaborates closely with IT teams and clinical operations team in designing operational and technical workflows for  more efficient processes to help achieve the set targets Ensures adherence to quality and data governance standards. Ensures recommended solutions meet the targeted business/clinical objectives, and a plan is in place to monitor sustainability of the recommendations. Work closely with the clinical leadership team and keep them updated on the status and progress being made for QPP program. Fosters clear communication and synchronize activities among multiple projects and teams. Creates and maintains proper documentation of project related tasks and timelines Present recommendations and strategies to decision makers that are systematic, scalable, incorporate business process management, incorporate technology solutions and often impact organizational culture and clinical transformation. Leads and facilitates meetings with key stakeholders in sharing reports, identifying opportunities, and implementing improvement initiatives Closely collaborate with, other analysts and Quality Improvement Specialists. Serve as a subject matter expert in Physician Quality Payment Program for the health system. Provide support and expertise to perform general functions for the department as requested, on an individual basis or as a team member.

CORE QUALIFICATIONS                                                                                            

Education:

Minimum Bachelor’s Degree in Business, Healthcare, Engineering, Technology or related area, from a four-year college or university.

Certification and Licensing:

Six Sigma Green Belt required

Project Management Professional certification, Change Management certification, or related certification highly preferred

Experience:

Minimum 5 years’ experience managing medium/large scale process improvement and/or quality improvement projects in a clinical setting with a Six Sigma Green Belt, Lean Gold Certification, or comparable. Project Management Professional certification, or comparable certification is highly preferred.  Experience quantifying outcomes and measurements and using data analytic tools for meaningful insights. Strategic planning expience. Public speaking and presentation experience required. Demonstrated ability utilizing quality improvement methodologies and process improvement principles. Demonstrated ability ensuring deliverables meet the targeted business/clinical objectives in the established timeframe. Software experience: Excel, PowerPoint, Access and Visio. Daily use of extensive computer software, spreadsheets, and flow-charting.

Preference given to candidates with most experience in the following areas:

  • Broad spectrum direct work experiences in healthcare quality, patient safety, clinical transformation, value based care, and clinical variations.
  • Knowledge of QPP / MACRA – MIPS program will be highly preferred.
  • Portfolio management.
  • Experience training and mentoring within organizations
  • Coursework and/or work experience in healthcare quality and patient safety, clinical informatics, patient centered outcomes, quality improvement, clinical resource management, quality improvement, business process management, performance improvement, vendor relationship management, and related topics.
  • Clinical project management and/or Knowledge of healthcare quality and outcomes measurement and reporting experience.
  • Familiarity with aspects of care and clinical workflows.
  • Evidence of ability to draw on knowledge from the following areas: Continuous process improvement processes, performance improvement, service excellence, systems for patient safety, healthcare quality.
  • Knowledge of the principles and practices of value-based care, including familiarity with barriers to high-value care.

  • Ability to ensure consistent and accurate adherence to established workflows and processes.
  • Required ability to sustain mature judgement and maintain strict confidential information and patient confidentiality as mandated by HIPAA, and University policies, respect the rights and privacy of others at all times.
  • Required to maintain current knowledge and practice in compliance with standards established by external regulatory agencies that impact job performance and deliverables, and maintain active licenses / certifications as deemed required by minimum requirements for position, e.g., maintain sufficient knowledge of healthcare quality programs and activities to ensure hospital and medical staff activities are in compliance with regulations.
